Bug Description

The installer that is shipped with bionic's current daily image:
bionic-server-s390x.iso 2018-02-14 10:56 576M
is broken and fails to generate an installer ssh key:

d-i screen:

  * Drop the hunk that detects potentially redundant libraries in /lib and
    removes them. This currently, only removes libcrypto.so.1.0 (due to
    libcrypto.so.1.1 presence in /usr/lib) and thus breaks
    network-console/openssh-server. LP: #1749442

This bug was fixed in the package openssl1.0 - 1.0.2n-1ubuntu3

  * Create openssl1.0 package which ships 1.0 variant of utilities. LP: #1747447
  * Move libraries back from /lib to /usr/lib, as otherwise d-i helpfully
    deletes "duplicate" soname libraries, and thus breaking
    network-console. LP: #1749442
