Any member introducing a dog into the Society's premises shall be
liable to a fine of one pound. Any animal leading a blind person shall
be deemed to be a cat.

1) The Oxford Union is not and has never been in London. It is in Oxford, hence the name.
2) This may have been the form of the rule at some point in the past for all I know, but the rule currently says:
Rule 51: Dogs
Any Member introducing or causing to be introduced a dog into the Society's premises shall be liable to a fine of five pounds inflicted by the Treasurer. Any animal leading a blind person shall be deemed to be a cat. Any animal entering on Police business shall be deemed to be a wombat.
