Explanation of the Ubuntu delta and why it can be dropped:

cacti (0.8.7b-1) unstable; urgency=high

  * New upstream release. Fixes multiple security vulnerabilities (no
    CVE references yet). Closes: #465567. Thanks to Alessandro Ogier for
    the suggestion about the overzealous PHP_SELF checking.

This is not a bugfix-only release, so it will require a freeze exception. Unsubscribing u-u-s, subscribing motu-release. I will ACK this if the exception is granted.

FYI I tested last night: the new cacti package came through and upgraded
perfectly. The actual cacti install script also upgraded the DB fine too.
