Bug Description

Make kexec work by default on secureboot systems

Lots of people are confused by kexec failing on secureboot systems, without realising that on Ubuntu one needs to use the option to use a modern syscall that works on secureboot systems since like forever.

Let's make the mode that works the default one.

With this fix, does kdump/kexec work with CONFIG_SECURITY_LOCKDOWN_LSM=y?
