Move oem-config-setup steps into ubuntu-raspi-settings-desktop

Bug Description

When building images with livecd-rootfs, there is a hook to set up oem-config for preinstalled raspi desktop images. As we move away from livecd-rootfs (and the use of hooks in general), this step should be moved into a package.
