/etc/usplash.conf should tell user to run update-initramfs

Bug Description

Binary package hint: usplash

Its not obvious to users lacking a thorough understanding of usplash that they need to run update-initramfs after changing /etc/usplash.conf. Maybe a comment can be added to that file that instructs users on what to do.

I updated the patch for the 0.5.18 release and created a bazaar branch linked to this bug report, ready to merge.
