Binary package hint: partman-
Given the harsh constraints on primary partitions in the MS-DOS partition table format, I think it would make sense when creating a partition to default to logical rather than primary if that's possible and a primary partition already exists.

* When creating a new partition, default to logical if a primary partition
already exists, since there are stricter constraints on primary
partitions and the only real reasons for them are Microsoft operating
systems or boot partitions (LP: #218938).
