Intrepid: Depending on scrollkeeper instead of rarian

Binary package hint: empathy

The build logs of 0.23.3-1ubuntu1 source package show that empathy fails on amd64[1] but not on i386[2].

The i386 buildlog shows:
scrollkeeper-update -p /build/buildd/empathy-0.23.3/debian/tmp//var/lib/scrollkeeper -o /build/buildd/empathy-0.23.3/debian/tmp//usr/share/omf/empathy
Cannot stat file: ///usr/share/gnome/help/empathy/C/empathy.xml : No such file or directory

While the AMD64 buildllog shows:

After chatting with slytherin and Zdra on #ubuntu-MOTU it was concluded that the build problem is probably a result of the empathy package depending on scrollkeeper instead of rarian. As I understand, scrollkeeper should be replaced by rarian-compat although I'm not completely sure and could not find the policy documentation. Both buildlogs show a dependency on scrollkeeper.
