New upstream release 1.2.7

The Maintainers: field needs to be changed. Otherwise, please go ahead.

This will need an ACK from ubuntu-release.

Does this new version introduce any new features? If it's just bug fixes, go ahead, no release team ack necessary. If it has new features, please provide an upstream changelog and explain their impact and possible regression potential.

New Feature:
 * src/scim_anthy_conversion.cpp, src/scim_anthy_setup.cpp,
   src/scim_anthy_prefs.h:
 Set UTF-8 as default encoding (ported from 1.4 branch).

Bug fix:
 * src/scim_anthy_reading.cpp: Set NICOLA engine as case sensitive.

Impact is very huge. Because It can input many characters.
And it is just a setting change. I think it is no regression.

This bug was fixed in the package scim-anthy - 1.2.7-0ubuntu1
