Bug Description
Binary package hint: devscripts
bzr just puts a .bzr file at the root of the working copy. Since debcommit only checks for the existence of .bzr in the current directory, it fails to detect being in a bzr working copy if you are not in the root of the working copy. The attached patch fixes this.

I had to apply the patch manually (updated patch attached) and write a changelog entry. It's uploaded now.
