Quilt tries to write into series also if it is a directory

Bug Description

Binary package hint: quilt

If QUILT_PATCHES=debian/patches is set and there is a directory called "series" in the source tree quilt tries to write into this directory.
It would be better if it used debian/patches/series instead in this case.
