keyboard fails at end user gdm

Bug Description

Binary package hint: ubiquity

On a oem install the keyboard dies between the end of oem-config-prepare and the end user gdm.

Steps to reproduce:

1. Install in oem mode
2. Click on prepare for shipping to end user
3. reboot
4. Setup up the end user
5. window appears saying is it setting up the end user and removing the oem user
6. You arrive at the end user gdm login screen - usage of a keyboard.

Temp work around at gdm reboot and then the keyboard works and you can log in.

Ah, sorry, this fell through the cracks.. The current OEM test cases seem okay, is this still actually relevant?
