Language pack uploads require manual intervention

Bug Description

Uploads of language packs need to be silent, to avoid spamming change lists. Soyuz provides no way to do this at the moment, so manual intervention is needed.

We should either:
- Write some code to decide which uploads should be silent, and have it recognise language packs.
- Automate the processing of lang-pack-queue on drescher, perhaps with a new policy to ensure only language packs will be accepted through it.

I will sort this. Remembering the lang-packs are target to section "translation" everything in this section should skip announcement and only send the acceptance message to the uploader

Celso, I confirm that this is still an issue. Uploading language packs is a pain ATM.

Daniel Silverstone once suggested a per-distro blacklist of package name globs. Using sections ('translations') would be possible, too, but there might be other stuff in translations which we do want announced.

Oh, I do not really want to get a thousand acceptance emails either ;) There should be no mails at all if possible.

language-support-* is in section 'translations' as well, and we do want emails for them (since these are low-volume uploads with an interesting changelog)
