Spec page refers to non-existent "Specifications in grey"

Bug Description

A page like <https://launchpad.net/ubuntu/+spec/lts-upgrades> or <https://launchpad.net/ubuntu/+spec/desktop-automated-tests> has a diagram with a footnote, "* Specifications in grey have been implemented". But there are no specifications in grey, and the asterisk in the footnote is not matched by one anywhere else on the page.

The footnote should appear only if any of the specifications shown actually have been implemented. (Even better would be indicating implementedness without words -- for example, by a green checkmark overlaid on the specification's outline.)

The current example is no longer valid as several of the items have been completed and are now in fact grey. The request of this spec is selectively display the footnote only when displaying linked dependencies which have been implemented.
