base-files.postinst links to non-existent /var/run/motd

Bug Description

Binary package hint: base-files

base-files.postinst issues a

ln -sf /var/run/motd /etc/motd

without verifying that /var/run/motd exists.

The file doesn't exist on my clean install of Lucid, resulting in a broken link.

initscripts.postinst looks like it's supposed to create /var/run/motd from the contents of /etc/motd, which sounds a bit circular...
