List translatable upstreams on separate page, sample on front page

Bug Description
For the 1.0 Translations front page, we need a list of five or so randomly chosen upstream translatable products. "Translatable" should mean:
* they are recorded as using Launchpad for translations
* they have an uploaded translation template.
The full list of translatable products should be on a separate page, ideally translations.

Added a shorter list with randomly chosen products. Mark wants to have a better selection for featured projects, so will work on that (but lowering priority).
