Do you get an error message if you try launching "synaptic-pkexec" from the command line?
What about if you try launching "pkexec synaptic" from the command line?

(it complains that synaptic-pkexec is in /usr/sbin)

$ pkexec synaptic
Cannot run program synaptic: No such file or directory

$ pkexec /usr/sbin/synaptic

(works as expected)

This bug was fixed in the package synaptic - 0.75.2ubuntu4

  * debian/synaptic-pkexec: use /bin/sh, not /bin/bash.
  * debian/rules: install synaptic-pkexec wrapper to /usr/bin, not
    /usr/sbin as it may not be in the path. (LP: #824985, LP: #827878)
  * debian/patches/11_use-pkexec.dpatch: rename extra .patch from filename,
    remove superfluous line break in policy files.

Still broken in Maverick however; the latest version of Synaptic in those repositories is 0.63.1ubuntu14.

Maverick is supposed to be still supported, so it isn't nice to break it in an update but not fix it also...

At this point I'm still seeing this issue. This is on a remote vnc session so the terminal is 1. Using xfce4 as the window manager of choice.

I have the issue as well.
I remedied it by setting the command in properties to:

gksudo synaptic
