Add ecryptfs-verify-private script

Bug Description

It would be useful if 3rd party code could easily detect whether a user is using ecryptfs. This is important in the accountsservice root daemon and user programs like gnome-control-center.

Something that took a user name and quickly returned either 0 or 1 for whether ecryptfs is on or not.
