Bug Description
The code that writes comments to bugs and blueprints about a Gerrit branch being merged that affects a bug or blueprint currently runs when the branch is *merged into trunk*. It would be great to get the behaviour of bzr commit --fixes=lp:XXXXXX by having this code run *when the user first proposes for merge*
