During a normal installation of Ubuntu Server on a VM the system reboots in the middle of the installation while installing the software.

This bug was fixed in the package libselinux - 2.1.0-4ubuntu1

  * Touch /var/run/init.upgraded rather than calling 'telinit u' in the
    postinst, which causes a reboot when called in an Upstart chroot with
    busybox init (LP: #899049; change copied from eglibc 2.12.1-0ubuntu12).
