Case:
A user sends a change password request for a server with a password that is not valid for the compute provider.
Expected result:
The server changes from ACTIVE status to ERROR

Now we have xen's set_admin_password feature only.
In addition, this report is not changed long time.
so it seems OK to consider this report as invalid.
