Devstack does not fully clean multiple instances from previous runs

Bug Description

Steps to reproduce:

1) ./stacks.sh # libvirt
2) launch 2 instances
3) killall screen
4) ./stack.sh
5) virsh list

Expected behavior:

virsh list should show no instances

Actual:

Instances from previous runs still present
