"Manual configuration..." is miscapitalized

Bug Description

Binary package hint: network-manager

NetworkManager's menu currently contains a "Static configuration..." item. This does not follow the Gnome standard for capitalizing menu items.

According to <https://wiki.ubuntu.com/NetworkRoaming>, the item should be labelled "Manual Configuration...", and should have been checked with me earlier. ;-) A minimal fix would be to change it to "Static Configuration...".

MPT, feisty is in string freeze as of the 8th. However, that particular string in NM hasn't been translated yet.

Attached is a debdiff with the requested string change and updated maintainer field as per DebianMaintainerField.

Manual Configuration ... has been removed from NM 0.7 and thus this bug is void. Connection Editor is now supposed to be the right place to do all network configurations.
