Bug Description

Change https://github.com/openstack/nova/commit/a4223f1d89ea7033cbae35790a0411ec439cdb6d missed nova-manage. Need to change local_gb to root_gb in most cases.

flavor create needs to accept --root_gb and --ephemeral_gb, flavor list needs to display both.

service describe_resource needs attention too...
