Please merge inkscape 0.48.3.1-1 (main) from Debian unstable (main)

Merge looks good. Mostly it's just importing Debian's move to quilt and a new summary of what we still have to merge. I'll upload it and let the release team decide if we still take it for 12.04.

Uploaded. Sitting in the review queue of the release team.
