A picture may help.
Would changing desktop managers make any difference?
What is your hardware (lspci -vvnn), graphic card/drivers, Xorg.conf?
Anything relevant in Xorg.log.0, or .xsession-errors?
Anything strange in your dmesg/syslog?
Please upload any info you think may help in solve your issue (attaching, not cut&paste).

Cesare: In reference to Bug 97403... I have established the problem is in the
bios of this computer, an older E machine 500i. It is definitely not a bug in the
Ubuntu Software. Can you arrange to have the Bug notice removed and I would like to thank you and others that have helped. It must be time to upgrade the equiptment.
