Rewrite of the application and move cobol editor to pyqode.cobol

The default ui will be the same as in 2.x (with menu bar and toolbars) but with the possiblity to switch to the v3.0 ui by double clicking an editor tab

The 2.0 serie is developed on github (https://github.com/ColinDuquesnoy/OpenCobolIDE/tree/develop)

It consists of a port to pyQode 1.0 (the new version of PCEF) and will also add a few improvement
