This is a new bugfix/maintenance release in 0.8 series.
Bugs fixed:
- primary component can not be formed after fast node restart
- consensus timeouts
- unresolvable cluster address could cause a segfault
New:
- wsrep API version is now prepended to Galera version number: 0.8.3 is now 21.0.8.3
