Debian has a package called packaging-dev that does the same thing in a much better way. It will be synced to Ubuntu soon.

When you install packtools, the following are installed automatically: build-essential devscripts ubuntu-dev-tools debhelper dh-make diff patch cdbs quilt gnupg fakeroot lintian pbuilder piuparts bzr dput
