This project ships ugr-count, which easily and anonymously counts the number of UGR users.

This package itself contains no counting or tracking logic - it is an empty package that is used to trigger the Launchpad stats system when downloaded. Launchpad requires a seldom-updated package to count accurately, which is the reason for a separate package.
