    - bios_locked should be initialised to false so that RAPL is
      enabled by default.

This fix is hard to tell if it is correct since it just sets a flag to be non-random garbage. However, with the testing I have done on Trusty and Wily I don't see any regressions from it so I am going to mark it as verified.

The bionic SRU test message occurred because I accidentally uploaded the package with the entire old history. This bug has already been fixed and the verification for bionic can be ignored.
