[Impact]
Backport features in upstream netplan / netplan in bionic to zesty, xenial.

1) Set a MTU for a device managed by NetworkManager:

2) Verify that the MTU is properly applied to the device.

[Regression potential]Failure to properly configure existing interfaces for MTU settings, IPv6 settings would be regressions; for example, if existing network devices were to all get the same MTU, or the same MTU as another interface configured in netplan although the configuration is not set to apply to them (ie. the config bleeds to other devices); then this would be a regression. Any new failures in autopkgtests would also be regressions to be investigated as possibly caused by the update.

nplan 0.32~16.04.2 fails to build because I mismerged 0.32 and broke the code skipping the test_routes_v6 test in the NetworkManager case. Therefore, it can't possibly pass SRU verification.

Autopktests still failing for xenial; the test is still not being skipped (we know it won't work on Xenial due to the version of NM shipped there). Marking verification-failed-xenial.

artful: 0.32~17.10.1

I tested all these backports of 0.32; and in all cases the autopkgtests are successful (remaining failures appear to be limitations of the test infrastructure: s390x and arm64 missing modules / installed packages for wireless (iw, cfg80211) which should be addressed outside of nplan itself).

MTUs are also being applied correctly, both as the MTU specified in config for the device and as MTU provided via DHCP.
