Bug Description

If the locale selected during oem-config is different from that selected during initial installation (for example, if the initial installation has language English and location New York, but oem-config is given language English and location London), then the default keymap is not properly recalculated; it will default to the one selected during initial installation rather than the one appropriate for the selections during oem-config.

Fixing this means that oem-config's keymap is not preseedable, reverting the fix for bug 188492; however, preseeding oem-config is very poorly supported anyway, so this is not too big a loss in the context of the whole. For most users it will probably be better to pick a reasonable default keymap for their locale.

This is fixed in oem-config 1.38 in intrepid. Changelog:

  * Don't fail to set the locale if the mirror/country question doesn't
    exist.
  * Disable support for console-setup preseeding again, as it interferes
    with the more important goal of inferring a default keyboard from the
    selected locale (LP: #219209).

It was suggested on IRC that this also occurs for other languages, I
don't know if that's the same issue, and I haven't tested myself to
provide more information. I will do it in the final image tests.

Tested with mixed results. I did the following:

 * Booted a Hardy Live CD (in vbox), installed and launched oem-config

 * Selected London from the tz map -- BUT I was offered a UK keyboard, so I cannot confirm the original problem

 * Enabled proposed, updated oem-config (and ubiquity for good measure)

 * Launched sudo oem-config from the terminal and selected London from the tz map again

 * ==> Was offered a UK keyboard layout

I did not verify that this bug existed with an 8.04 final CD but have verified the fix. I installed using the the daily image from 20080620.1 in OEM mode. During the installation process I choose Los Angeles and English. Then during oem-config I choose London and English and my keyboard layout defaulted to UK.
