SRU Justification:
1. impact: users may be unable to create ubuntu-cloud containers by default
2. development fix: add cloud-utils to lxc depends
3. stable fix: same as development fix
4. test case: sudo apt-get purge cloud-utils; sudo apt-get install lxc; sudo lxc-create -t ubuntu-cloud -n p1
5. regression potential: none, we are simply explicitly stating an existing dependency for lxc
