Bug Description
A short while ago, Design provided new visuals and text for the Location page in the wizard. The current location page is quite misleading about what it does.

Using checkboxes as radio buttons is pretty bad. I reported bug 1386579 on the lack of radio buttons in the toolkit.
One detail from the wireframe, that seems to have been lost in the visual, is that the "By selecting this option..." text is supposed to be a caption, lined up with but smaller text than the label.
