wrong first_weekday in es_CR locale

Bug Description

Locale for Costa Rica has wrong first_weekday. I know because I live there. Here's how I changed it in my system:

locales/es_CR
116,117c116,117
< % FIXME: found in CLDR
< first_weekday 2
---
> first_weekday 1
> first_workday 2
