[SRU] Backport xilinx-bootgen 2022.2-2ubuntu1 to kinetic and jammy

Tried xilinx-bootgen (2022.1-1~20.04.1) test package[1] on ZCU102. The system can boot with boot1021.bin generated by xilinx-bootgen (2022.1-1~20.04.1).

The attachment "jammy.debdiff" seems to be a debdiff. The ubuntu-sponsors team has been subscribed to the bug report so that they can review and hopefully sponsor the debdiff.
