Bug Description

As of the implementation of bug 881371 in ubuntu-defaults-builder 0.24, ubuntu-defaults-zh-cn fails to build, as shown here:

  https://launchpadlibrarian.net/99257568/buildlog_ubuntu-precise-i386.ubuntu-defaults-zh-cn_0.4_FAILEDTOBUILD.txt.gz

  dh_ubuntu_defaults: error: webbrowser/searchengine.txt must not be changed for Ubuntu localizations (packages starting with "ubuntu-")

(Ignore the "will not stay shared" warning; I've fixed that in ubuntu-defaults-builder.)

This needs to be resolved one way or the other. Either ubuntu-defaults-zh-cn needs to fall in line with ubuntu-defaults-builder's new policy, or ubuntu-defaults-builder's policy needs to be weakened. I have no opinion one way or the other.

Rick says the Chinese search engine needs to stay, so we need to override the check there.

  * debian/rules: Run with --disable-restrictions to continue to be able to
    change the webbrowser search engine. Bump ubuntu-defaults-builder build
    dependency to the version that supports this. (LP: #971994)
  * debian/control: Bump Standards-Version to 3.9.3.
