Bug Description

Enable a Linux on Z admin to prepare a Linux root/boot volume so that it can be started on a different system (site) with different device IDs and parameters without manually changing the configuration.

Enables the ability to prepare a Linux installation that can be booted on multiple systems with different device parameters without modifying the configuration. This is required for example for DR-setups where all Linux volumes are constantly mirrored to a secondary site, where device parameters (e.g. CCW device IDs, WWPNs, LUNs) are different from the primary site.

However, I can't find any commit is s390-tools master (as of today) that implement such a functionality.
Hopefully this is upstream before version 2.23 will be tagged.

Okay, I see that s390-tools v2.24.0 was developed for Linux kernel version: 6.0.
And there is a v2.25.0 for 6.1.

Since we will have kernel 6.2 in lunar, shall we go with s390-tools 2.25 or shall we wait for an updated/next s390-tools version (maybe special for 6.2)?
