Bug Description

Feature Description:

As a co-requisite for encrypted guest dumps, it is necessary to provide tools to assist in dump handling.

This feature is included in the released s390-tools 2.24.0, see
https://github.com/ibm-s390-linux/s390-tools/releases/tag/v2.24.0
