Bug Description

Update the s390-tools version for lunar from currently 2.23.0-0ubuntu1 to v2.25.0.
https://github.com/ibm-s390-linux/s390-tools/releases/tag/v2.25.0

Ideally this is only an intermediate step, since we expect a newly tagged version especially for lunar, but since this may come late, I prefer to have this intermediate upgrade to 2.25.0 that allows some early testing of certain new features and at the end will reduce the effort of the planned upgrade to the next (planned lunar target) version.
At the same time this is a 'safety net' in case of any issues while releasing the next planned version.
